Texas Health Action is seeking a full-time Information Technology Manager to join our team. Position Summary:

The Information Technology Manager is responsible for the management of technology, data science, data reporting, service desk, technology contracts, cyber compliance, and technical project management. In this role, you will be responsible for initiating and managing technology projects, performing research, analysis and documentation of business processes, defining reporting needs of the board and THA executive management, performing comprehensive statistical analysis of data elements via regression, time series and full spectrum analysis, working with data sets, performing SQL data queries, managing the administration and implementation of various software, ensuring compliance with HIPPA and privacy rules and general hardware support. The role will additionally be required to present information in a concise, direct and easy to consume fashion both in verbal and written form. To be successful in this role, a candidate will need to be passionate about our programs and work both independently, in conjunction with the THA board, senior THA management, vendors and with multiple teams to accomplish core objectives. You will train and support users on new implementations.

Essential Functions and Responsibilities:

  • Organize, manage, co-ordinate, communicate and schedule work through standard project management methodologies
  • Be a technology evangelist and be able to identify where technology can improve overall goals and objectives
  • Be an advocate for using data to inform decision making and work with stakeholders to build clear, repeatable, actionable reports and data visualizations
  • Conduct research both independently and with other stakeholders to identify system strengths and weaknesses
  • Extract data from multiple source systems utilizing SQL programming techniques on SQL Server 2012 platform
  • Identify cyber liability and compliance risks and implement programs, policies and practices to mitigate those risks
  • Work interagency to acquire insight into better practices
  • Become an expert in the internal data systems
  • Support user community
  • Communicate clearly, candidly and frankly both orally and in written form
  • Ability to see through the weeds to core issues and challenge emotional attachments and “gut feelings”

Required Qualifications, Skills and Education

  • Bachelor degree required in Computer Science, Information Systems, Mathematics, Economics or a related field and five years of relevant work experience
  • Three years of Information Technology project management
  • 2-3 years of experience joining, filtering, aggregating and performing calculations on database tables using SQL Commands on heterogeneous data sets
  • 1-3 years of program and process evaluation
  • One year of experience with Cyber liability, privacy or HPI compliance or cyber security
  • Ability to multi-task, organize, understand and be responsive to stakeholder needs, work within a schedule and provide status reports on a regular, defined schedule
  • Proven ability to communicate complex and sophisticated topics using clear language
  • Experience presenting performance management and data to a variety of audiences
  • Be able to switch hats quickly and easily

Preferred Qualifications

  • PMP Certification
  • ITILf (foundation or above) Certification
  • Experience utilizing the SQL Server business intelligence technology stack (SSAS, SSRS, PerformancePoint)
  • Experience with Office365, Sharepoint and the Microsoft Cloud (Azure)
  • Application of goals, KPIs and metrics to statistical analysis
  • Familiarity with Capability Maturity Models
